Why HR managers do not act or want to act according to principles of EBM?

Please take a close look at the voice article that I sent you, and particularly to Study 1. I need to conduct interviews and try to identify implicit theories on EBM, similar to Detert and Edmondson’s Study 1 (although they’re interested in implicit voice theories, this is just a sample). The thesis should be about implicit, ‘theories.’ The label is of less importance though. What is important is that you identify reasons as to why managers do not act or want to act according to principles of EBM. Your job is to identify those reasons and to cluster them similar to what Detert and Edmonson do in their article on implicit voice theories (why do employees refrain from speaking up). Eventually, the thesis should provide a comprehensive list of reasons as to why managers refrain from doing EBM. Further, I will need a prove that those interviews are cnducted. As audio records, supprotive notes, etc… Qualitative research also needs to be supported by 8 to 15 sourses and be written and APA style.
In addition, I have literature articles which can provide plus brief summary which I have prepared.
